LOOKING FOR GOOD PROJECTS

Introduction
SELAVIP is a private foundation that supports housing projects for very poor families in need of shelter. Our focus is on “extreme social emergency”, that is, people who dwell in precarious and unsafe conditions, on lands easily flooded, on steep and dangerous slopes, or facing the danger of being evicted. Other poor households we would like to help to attain a minimal space of their own are those with no other alternative than to live as “unwelcome guests” in the homes of relatives and neighbors, in crowded conditions and lacking the minimal privacy needed to survive as families. Under such harsh conditions, these urban poor can not even dream of meeting the requirements to participate in conventional housing programs, in spite of their efforts to do so. SELAVIP wants to open realistic alternatives to these poor urban families that do not “fit” into any existing housing programs, public or private. We do not act directly on site, but rather assists entities that work with the poor and have already acquired some experience, basic organizational resources and technical skills. Selected projects will receive a grant to cover a one-year implementation (December 2007 -November 2008).

Eligible projects
Projects funded by SELAVIP can address different aspects of the complex reality of homelessness in developing regions, from direct housing production to promoting community based processes aimed at securing shelter. If the project is centered on housing production we will evaluate its potential to start or strengthen sustainable urban and housing processes. These projects should imply innovative ways of addressing the housing problems of the poorest at a minimal cost (not more than US$ 500 per family) in order to reach as much families as possible and hopefully contribute to initiate community-driven processes towards better homes in the future. While revising proposals that can be labeled as "process oriented" we will be looking for clear and measurable results in terms of housing and/or impacts on policies to facilitate access to shelter for the poorest of poor in a participative way. Priority will be given to initiatives that help organize families to start fighting for land and housing rather than to those seeking to improve shelter that has already reached some physical or legal consolidation.

Additional information

- We do not finance operational costs of projects.
- Matching funds from public/private/ community/ international sources are welcome to increase the impact of the project; these funds should be clearly mentioned in the application.

Introducción

SELAVIP es una fundación privada que financia proyectos de vivienda para familias urbanas de extrema pobreza. Nuestro objetivo es ayudar a superar la “emergencia extrema”, o sea, a aquellos que viven en condiciones muy precarias e inseguras, en terrenos expuestos a inundaciones o deslizamientos. También nos gustaría apoyar a aquellos hogares que se ven obligadas a vivir de allegados en condiciones de hacinamiento y promiscuidad que impiden llevar una vida familiar plena, o a los que están expuestos a ser desalojados. Es muy improbable que, bajo estas condiciones tan desfavorables, las familias pobres puedan soñar con acceder a una vivienda a través de programas convencionales, ya que por lo general no cumplen con los requisitos mínimos exigibles. SELAVIP desea abrir alternativas realistas para estos hogares que no “calzan” en ningún programa habitacional existente, sea público o privado. No operamos directamente en terreno, sino que nos asociamos con aquellos que tienen buenas ideas y cierta experiencia y/o capacidad organizativa para llevarlas a cabo. Los proyectos seleccionados recibirán un financiamiento no reembolsable para cubrir un proyecto de un año (diciembre 2007 –noviembre 2008).

Proyectos que pueden ser presentados

Los proyectos pueden referirse a diferentes aspectos de la compleja realidad de los sin casa en el mundo en desarrollo, desde la provisión directa de techos a la promoción de procesos sociales para acceder a la vivienda o asegurar la tierra. Si el proyecto se centra en la producción de viviendas, debería tener potencial para iniciar o reforzar procesos habitacionales y urbanos sostenibles. Estos proyectos deberían contener estrategias y/o tecnologías innovadoras para posibilitar un alivio efectivo al problema de vivienda de los más pobres, en costos mínimos (no más de US$ 500 por familia) para poder alcanzar a la mayor cantidad de hogares que sea posible. Ojalá contribuyan además a promover políticas de vivienda que permitan en el futuro que los pobres alcancen una mejor vivienda en el futuro. A su vez, cuando revisemos las propuestas que podrían llamarse “orientadas a procesos” estaremos buscando resultados claros y posibles de medir en términos de lotes, servicios o viviendas, así como un impacto en la generación de políticas urbanas y habitacionales más abiertas a los más pobres. Se dará prioridad a iniciativas donde las familias se organicen para empezar a luchar por la tierra y la vivienda, ante otras que busquen consolidar alojamientos que ya han alcanzado algún grado de consolidación material o legal

Información complementaria

- Los proyectos deberán completarse en el año 2008.
- Sólo proyectos urbanos, orientados a los más pobres.
- No financiamos costos operacionales de los proyectos.
- La existencia de fondos complementarios que provengan de fuentes públicas/ privadas/ internacionales y/o de la comunidad son bienvenidos para aumentar el impacto del proyecto; estos fondos deberán ser mencionados de manera explícita en la postulación.
